DAY OF FEBRUARY 2004.
ORDINANCE TO EXTEND FOR AN ADDITIONAL 30 DAYS THE
EMERGENCY MORATORIUM IMPOSED JANUARY 15, 2004 BY
ORDINANCE C.S. NO. 04-0820 ON RECEIPT OF SUBMISSIONS BY
THE PARISH ZONING/PLANNING COMMISSIONS FOR REZONING
OR RESUBDIVISION OF PROPERTY AND/OR ISSUANCE OF
PERMITS FOR CONSTRUCTION OR PLACEMENT OF BUILDING
STRUCTURES ON PROPERTY WITHIN A CERTAIN AREA OF
WARD 1, DISTRICT 1
WHEREAS, the Parish Council adopted Ordinance C.S. No. 04-0820 on January 15, 2004 as
an emergency measure to protect and preserve the health, safety and property interests of residents
from the adverse effects of traffic and flooding hazards resulting from intensification of development
within a certain portion of Ward 1, District 1
WHEREAS, in order to safeguard residents until corrective measures can be taken in the
referenced area, it is necessary that Ordinance C.S. No. 04-0820 be extended for an additional 30 days.
THE PARISH OF ST. TAMMANY HEREBY ORDAINS, in accordance with Section 2-14 of
the Home Rule Charter, that the Parish Council extends for an additional 30 days the emergency
moratorium on receipt of submissions by the Parish Zoning/Planning Commissions for rezoning or
resubdivision of property and/or the issuance of permits for the construction or placement of building
structures on property within a certain area of Ward 1, District 1, described as follows:

A certain triangle of property bounded by LA Highway 21, LA Highway 1077
and Dummyline Road; and to also include those properties abutting the east side
of said portion of LA Hwy. 21, and those properties abutting the west side of said
portion of LA Hwy. 1077; all as further described on the vicinity map attached
hereto.

All properties which abut, in whole or in part, that portion of LA Highway 21
which extends from its intersection with LA Highway 1077 south to Bayou
DeZaire; as further described on the vicinity map attached hereto.
BE IT FURTHER ORDAINED that this Ordinance shall be effective immediately upon
adoption and remain in effect through February 6, 2004.
REPEAL: All Ordinances or parts of Ordinances in conflict herewith are hereby repealed.
SEVERABILITY: If any provision of this Ordinance shall be held to be invalid, such invalidity
shall not affect other provisions herein which can be given effect without the invalid provision and to
this end the provisions of this Ordinance are hereby declared to be severable.
DATE OF ENACTMENT: This Ordinance shall become effective immediately upon final
adoption.
