A RESOLUTION TO SUPPORT ST. TAMMANY PARISH
GOVERNMENT'S APPLICATION FOR ASSISTANCE FROM THE
LOUISIANA DEPARTMENT OF TRANSPORTATION'S
ENHANCEMENT GRANT PROGRAM FOR THE PURPOSE OF
RECONSTRUCTING THE BAYOU LACOMBE BRIDGE
WHEREAS, St. Tammany Parish Government (STP) is committed to the construction of and
enhancements to the Tammany Trace (Trace) as a Recreation and Transportation Corridor;
WHEREAS, STP is committed to connect the Trace from Lacombe to Slidell; and the Bayou
Lacombe Swing Bridge has been inoperable since the inception of the Tammany Trace ten years ago..
WHEREAS, the proposed project is an integral part of the revised Trace Master Plan as well as the
overall New Directions 2025 Transportation Plan, Phase 1, which was recently adopted by the STP
Planning and Zoning Commissions.
WHEREAS, the Bayou Lacombe Swing Bridge is a very old wooden bridge whose foundation has
plunged due to the weight of the bridge and whose gear assembly has been damaged by the misalignment
of the mechanical components of the swing mechanism of the bridge.
WHEREAS, STP has spent $280,000 in unsuccessful efforts to repair the bridge and employed
consultants who have inspected the foundation and designed a replacement bridge.
WHEREAS, STP's consulting engineer believes the long-term solution is to lock the eastern half of
the existing swing bridge in place and construct a draw bridge on the western half at an estimated cost of
$500,000.
WHEREAS, STP intends to use Urban System Funds and contributions from the Tammany Trace
Foundation to secure the balance of the funding required to renovate the bridge.
THE PARISH OF ST. TAMMANY HEREBY RESOLVES to support STP's application for
assistance from the Louisiana Department of Transportation's Enhancement Grant Program to supplement
the cost of reconstructing the Bayou Lacombe Bridge.
