WHEREAS, pollution of waterways and living environment that may result from the combination of
rapid development and the inadequate provision of public and community wastewater facilities are a critical
concern; and
WHEREAS, St. Tammany Parish Government, through funding by the Pontchartrain Basin
Restoration Program, initiated the St. Tammany Wastewater Consolidation Program and Phase 2 of said
program identified the development of five Wastewater Management Areas (WWMA) located in the southern
portion of unincorporated St. Tammany with immediate needs for wastewater improvements (East
Tchefuncte, West Tchefuncte, Lacombe, West Slidell, East Slidell); and
WHEREAS, La R.S. 33:4064.1, et seq. authorizes St. Tammany Parish Government, through its
Department of Environmental Services, to franchise on an exclusive basis construction and/or operation of
sewerage and water systems in the unincorporated portions of St. Tammany Parish; and
WHEREAS, the St. Tammany Wastewater Consolidation Program Phase 2 recommendations include
the extension of community sewerage service and, in some instances, water service, within the WWMA's
under a service franchise arrangement by and between the St. Tammany Parish Government and qualified
service providers; and
WHEREAS, to advance implementation efforts, the St. Tammany Parish Government needs to
conduct an industry survey to identify interested Sewerage Service Providers with the capability and
experience to both construct and operate sewerage and, in some instances, water facilities through the
issuance of a Statement of Interest and Capabilities.
THE PARISH OF ST. TAMMANY HEREBY RESOLVES, through its governing authority, to
authorize the issuance of Requests For Statements of Interest and Capabilities from sewerage service
providers for providing sewerage and, in some cases, water services to the unincorporated portions of St.
Tammany identified in the Wastewater Management Areas developed in Phase 2 of the St. Tammany
Wastewater Consolidation Program.
