ORDINANCE TO IMPOSE A SIX-MONTH MORATORIUM ON THE
ISSUANCE OF BUILDING PERMITS FOR ANY NEW RESIDENTIAL
OR COMMERCIAL DEVELOPMENT THAT WOULD INGRESS AND
EGRESS VIA MILITARY ROAD TO ALLOW TIME FOR DOTD TO
INSTALL TURN LANES ON MILITARY ROAD (HIGHWAY 1090) AT
BROWNSWITCH ROAD. (WARD 8, DISTRICT 9)
WHEREAS, population growth and related demands for housing and services in the
Slidell/Pearl River area have caused a proliferation of residential and commercial driveways onto
major roadways, particularly the Military Road (Highway 1090) corridor; and
WHEREAS, increased traffic from such developments have created potential hazards for
residents and motorists in St. Tammany Parish; and
WHEREAS, to reduce adverse effects from increased traffic and provide safe vehicular flow,
the Louisiana Department of Transportation and Development proposes to install turn lanes on
Military Road at Brownswitch Road; and
WHEREAS, to adequately protect the health, safety and well being of existing residents and
merchants, it is necessary to impose a temporary ban on all new developments that would ingress and
egress via Military Road.
THE PARISH OF ST. TAMMANY HEREBY ORDAINS that it imposes a six (6) month
moratorium on the issuance of building permits for any new residential or commercial development
that would ingress and egress onto Military Road to allow time for DOTD to install turn lanes on
Military Road (Highway 1090) at Brownswitch Road. (Ward 8, District 9)
BE IT FURTHER ORDAINED that the moratorium herein imposed may be vacated, in whole
or in part, by Resolution of this governing body pursuant to Chapter 5, Article II, Section 5-056.00 of
the Parish Code of Ordinances.
REPEAL: All Ordinances or parts of Ordinances in conflict herewith are hereby repealed.
SEVERABILITY: If any provision of this Ordinance shall be held to be invalid, such invalidity
shall not affect other provisions herein which can be given effect without the invalid provision and to
this end the provisions of this Ordinance are hereby declared to be severable.
EFFECTIVE DATE: This Ordinance shall become effective immediately upon final adoption.
