RESOLUTION
COUNCIL SPONSOR: MR. SINGLETARY PROVIDED BY: COUNCIL OFFICE
RESOLUTION REQUESTING THAT THE FEDERAL EMERGENCY
MANAGEMENT AGENCY (FEMA) DETERMINE, IN CONSULTATION
WITH THE U. S. ARMY CORPS OF ENGINEERS, THE CONTINUED
ACCURACY OF THE EXISTING BASE FLOOD ELEVATIONS ALONG
THE PEARL RIVER NAVIGATIONAL CANAL FROM THE WASHINGTON
PARISH/ST. TAMMANY PARISH LINE TO THE INTERSECTION OF THE
PEARL RIVER NAVIGATIONAL CANAL AND THE WEST PEARL RIVER.
WHEREAS, existing base flood elevations along the Pearl River navigational canal are
reported to be based upon the assumption that the canal is open for commerce and that the
flood control structures, namely Locks No. 1 and No. 2, under the jurisdiction of the U.S.
Army Corps of Engineers, are maintained and operable; and
WHEREAS, it also has been reported that Locks No. 1 and No.2 are no longer operable
and that the U.S. Army Corps of Engineers has determined that the Pearl River navigational
canal will not be open to commerce; and
WHEREAS, in order to properly assess the potential for flooding in areas of future
development along the Pearl River navigational canal, and in order to provide accurate
information to the public.
THE PARISH OF ST. TAMMANY HEREBY RESOLVES to request that FEMA
consult with the U.S. Army Corps of Engineers and determine whether revisions of the existing
base flood elevations should be made for those areas along that section of the Pearl River
navigational canal that is not open to commerce, which is the area extending from the
Washington Parish/St. Tammany Parish line to the intersection of the Pearl River navigational
canal and the West Pearl River.

navigational canal; and
