RESOLUTION

RESOLUTION COUNCIL SERIES NO. C-1103

COUNCIL SPONSOR: Hon. Russell Fitzmorris PROVIDED BY: Department of Engineering

RESOLUTION TO GRANT A DESIGN EXCEPTION FOR THE CONSTRUCTION OF FITZGERALD CHURCH ROAD BRIDGE TO INCREASE THE MAXIMUM ALLOWABLEGRADE WITHOUT VERTICAL CURVES.

WHEREAS, Fitzgerald Church Road Bridge is on the Federal Off-System Bridge Rehabilitation & Replacement Program and certain minimum design criteria are required by the State and Federal Governments.

WHEREAS, it is the desire of the Parish Council to grant a Design Exception to increase the maximum allowable grade without vertical curves from a maximum of 0.8% to a maximum of 1.13%.

THE PARISH OF ST. TAMMANY HEREBY RESOLVES to grant a Design Exception for the purpose of constructing Fitzgerald Church Road Bridge and that the Design Exception state the allowable grade without vertical curves be increased from a maximum 0.8% to a maximum 1.13%. The Parish cites the following as its reasons for granting the Design Exception-

1 1.      The proposed alignment and bridge width provide safer conditions than existing.
2 2.      The parish has no plans to upgrade the roadway geometry.
3 3.      Providing recommended design criteria would encroach on cemetery property and would jeopardize the replacement of the structure.
4 4.      The project is to be considered a “spot” replacement project.
